The biggest new development in Carson is a combination of three major projects that city leaders say could reshape the city over the next decade.

1. Envision Carson (Avalon Boulevard)

This is currently the most talked-about project in Carson.

Key details include:

  • More than 1,000 new homes, including apartments and townhomes.
  • Housing aimed at families, seniors, veterans, and workforce residents.
  • New restaurants and neighborhood retail.
  • Public parks and open space.
  • Located near Avalon Boulevard in central Carson.

City officials have described it as a transformational mixed-use community that will create an entirely new neighborhood rather than a standalone housing project.

2. The District at South Bay (157-Acre Mega Project)

This is the largest development site in Carson.

  • Built on a former landfill site that has undergone environmental remediation.
  • Covers approximately 157 acres.
  • Approved for:
    • Up to 1,550 residential units
    • Approximately 1.83 million square feet of commercial, retail, and entertainment space
    • Hotels totaling about 350 rooms
    • Major entertainment and destination uses.

Many local planners view this as Carson’s equivalent of a new downtown district because of its size and mix of uses. The city has been breaking the site into smaller phases to accelerate construction and attract investment.

3. Civic Center Redevelopment

The City recently approved a plan to redevelop roughly 20 acres around the Civic Center area.

Plans include:

  • New housing
  • Hotel development
  • Entertainment venues
  • Restaurants and retail
  • Public gathering spaces
  • A more walkable downtown-style environment.

The goal is to create a true city center for Carson, something the city has historically lacked despite having nearly 100,000 residents.

Additional Projects

Other major investments underway include:

  • A new transit center near California State University, Dominguez Hills in preparation for the 2028 Olympics.
  • New roads and infrastructure improvements tied to future development sites.
  • Parks improvements and expansions throughout the city.

Why It Matters

Carson is positioning itself as one of the fastest-growing cities in the South Bay ahead of the 2028 Olympics. Between Envision Carson, the Civic Center redevelopment, and the 157-acre District at South Bay, the city could add:

  • More than 2,500 new housing units
  • Hundreds of hotel rooms
  • Millions of square feet of commercial and entertainment space
  • New parks, streets, and transit connections.
