Baldwin Hills / Baldwin Village Costco Mixed Use Project
The Baldwin Hills/Baldwin Village Costco Mixed-Use Project is one of the most innovative urban developments currently under construction in Los Angeles.
Located at 5035 W. Coliseum Street, near La Brea Avenue and just north of the Kenneth Hahn State Recreation Area, it will become the first Costco in the United States with hundreds of apartments built directly above the warehouse store.
Project Overview
- Developer: Thrive Living
- Location: 5035 W. Coliseum Street, Baldwin Village, Los Angeles
- Estimated Cost: Approximately $425 million
- Construction Status: Under construction following groundbreaking in late 2024, with major construction continuing through 2026.
What Will Be Built?
The project combines residential housing with major retail:
- 185,000-square-foot Costco Warehouse
- Large surface parking structure
- Costco gas station (planned)
- Retail and pedestrian-oriented public spaces
- Landscaped courtyards and plazas
- Community amenities for residents
Above the Costco will be:
- 800 apartment homes
- 184 affordable apartments reserved for lower-income households
- Remaining units offered as workforce and market-rate housing, with the developer also planning to accept Section 8 vouchers for many market-rate units.
Residential Amenities
Residents are expected to enjoy amenities including:
- Rooftop swimming pool
- Fitness center
- Outdoor gathering spaces
- Courtyards
- Children’s play areas
- Community rooms
- Secure bicycle parking
- Modern apartment finishes
Economic Impact
The development is expected to:
- Create hundreds of construction jobs
- Support roughly 400 permanent Costco jobs
- Add significant retail investment to South Los Angeles
- Increase local tax revenue
- Help address Los Angeles’ housing shortage through higher-density development.
Why It’s Nationally Significant
This project is attracting nationwide attention because it:
- Is believed to be the first Costco with housing built directly above it
- Demonstrates a new model for combining retail and housing
- Uses a California law that streamlines housing development on commercially zoned land when affordable housing is included
- Could become a model for similar mixed-use developments in other cities.
Estimated Opening
Current expectations are:
- Construction: Ongoing throughout 2026
- Projected opening: 2027, assuming construction remains on schedule.
For South Los Angeles, this project represents one of the largest recent private investments, delivering new shopping, hundreds of jobs, and a substantial increase in housing supply in a transit-accessible neighborhood.
