It is against the Law to Play Catch on LA city streets
The “Playing Catch” law in Los Angeles has long stood as an example of how outdated municipal codes can remain on the books long after social norms have changed. Formally known as Los Angeles Municipal Code Section 56.16, the ordinance was originally enacted in the early 20th century, when concerns about public safety, horse-drawn traffic, and crowded streets shaped local lawmaking. While its intent was to prevent injuries and property damage, its language was written broadly enough to prohibit even the most harmless activities.
Under the ordinance, it was technically illegal to throw or play with a ball, football, or other object in public streets, sidewalks, and park areas not specifically designated for sports. This meant that something as ordinary as a parent tossing a baseball to a child on a quiet residential street or neighbors playing catch in an undesignated park area could, in theory, be considered a violation of city law. Although the rule was rarely enforced in modern times, it remained legally valid for decades.
The continued existence of the law drew public attention because of the stark contrast between its wording and everyday life in Los Angeles. Residents routinely played casual games in neighborhoods and parks without interference, yet the ordinance technically allowed for citations or fines. Critics argued that the law was outdated, overly broad, and inconsistent with how public spaces are actually used by families and communities.
In response to renewed scrutiny and public discussion, Los Angeles officials moved to modernize the code. The City Council repealed or amended the ordinance to clarify that casual recreational activities—such as playing catch—are permitted in public spaces, so long as they do not create a safety hazard or obstruct others. This update aligned city law with common sense and current community standards.
Today, the “Playing Catch” law serves as a reminder that municipal codes can outlive their original purpose. Its eventual reform highlights the importance of regularly reviewing local laws to ensure they reflect contemporary values, promote community life, and do not unnecessarily criminalize harmless, everyday behavior.
